I will not be attending the IEEE Transformer committee conference in Miami, due to travel restrictions by my company. 
 
Regarding if the Life Test be a Required Test in C57.131 my comment are :  "that it should be included only if it's for a new style load-tap-changer contacts , not for DETC "  - i.e. Only for LTC's switch installed as part of the transformer and connected to the HV or LV windings for load regulation, NOT for fixed taps Tap-changers ( DETC).
